The Coalition government has stepped up its process of decentralisation and devolution of power to local authorities and their communities. Local authorities will have the liberty to make decisions about allocation of resources free from central government guidelines. An increasing role for the VCS to deliver public services is expected. VCS organisations are expected to have a key role to play in identifying needs as well as delivering services. Public decide on five new Big Lottery Fund programmes

Following a Channel 4 series and an Ipsos Mori poll of 2,000 people, the Big Lottery Fund has created five new funding streams within its Millennium Now programme. This is the first time the funder has taken its cue directly from public opinion without first proposing options.

The five new programmes, within which between £1.5 and £2million will be distributed to a single project, are:
