The Coalition government has stepped up its process of decentralisation and devolution of power to local authorities and their communities. Local authorities will have the liberty to make decisions about allocation of resources free from central government guidelines. An increasing role for the VCS to deliver public services is expected. VCS organisations are expected to have a key role to play in identifying needs as well as delivering services. This page deals with policies that have an impact on funding, commissioning and procurement for the VCS.

New guide to managing charity reserves

CFG, Acevo, the Institute of Fundraising and Sayer Vincent have launched a new publication on how charities can better manage their reserves.

Entitled Beyond Reserves, the guide discusses whether reserves could be apportioned more effectively and creatively to better serve the charity and its beneficiaries. It also includes insights and case studies from chief executives, finance and fundraising directors from a range of organisations.

SEEM offers workshops on social enterprise

One East Midlands have been contacted by Roger Moors, Chief Executive of SEEM, who after running a half day introduction to social enterprise workshop at Bassetlaw CVS, is available to organise similar workshops for VCS infrastructure organisations across the East Midlands at a competitive price.

Survey on impact of spending cuts on VCS

Regional Voices, the national network of regional VCS infrastructure networks, in which One East Midlands represents the East Midlands, is carrying out a survey on the impact of spending cuts on the VCS.

Cap on tax relief for major donors dropped

The Treasury has announced that the government will drop plans to cap tax relief on donations to charity.

The proposed cap, which was previously announced by Chancellor George Osborne in this year's Budget, would have limited the amount of tax a donor could reclaim to £50,000 or a quarter of their income, whichever was higher, from April 2013. The department will proceed with a consultation on plans to limit other tax reliefs for wealthy individuals, but there will be no limit on donations to charity.

One EM responds to Gift Aid Small Donations Scheme consultation

One East Midlands has submitted a response, on behalf of our members, to Her Majesty's Revenue and Customs (HMRC) consultation on the Gift Aid Small Donations Scheme, which closes on 25 May.

Advising Groups on Funding Issues - online accredited course

Government introduces Small Donations Bill

As part of the Queen's Speech on 9 May, a Small Donations Bill has been introduced, will allow charities to claim top-up payments, similar to Gift Aid, on small donations totalling up to £5,000 a year without individual paperwork.

The Gift Aid Small Donations Scheme will allow charities to submit claims for payments of 25p for each £1 donated, on any number of donations of £20 or less, without needing Gift Aid declarations, up to £1,250 a year.

Lloyds TSB Foundation Community Programme

The Lloyds TSB Foundations' Community Programme, which focuses on core and project funding for local charities with an income of less than £1million, is interested in supporting work that improves social and community involvement, improves life choices and chances and helps people be heard. Grants are made appropriate to the size and needs of the charity and funding is available for core costs, including salaries and rent, as well as project costs.

One EM and SUTE business planning and funding strategy training

Stepping Up to Enterprise and One East Midlands are running four training sessions throughout the region this June covering business planning and funding strategies. The half day workshops are aimed at funding advisors and development workers.

Second round of Innovation in Giving Fund

The second round of the £10million Innovation in Giving Fund has been announced by the Cabinet Office and Nesta, focusing on inspiring innovation in established charities.

Whilst the first round focused on new ideas to increase giving, the second round calls for established charities that want to use their expertise, networks, assets and capabilities to find new ways to engage people in giving.
